MRC  Special Meeting Minutes10.2.08

Also Present: Stephen Nocera, Mayoral Aide Lorel Purcell, O&G;  

1.The Special Meeting was opened at 6:30  PM, on a motion from Bill Hill, seconded by   Ed Cook.

Steve Nocera announced the award of the $454,000.00 ADA applied for by the City of  Torrington in May of 2008. The original grant amount applied for was $750,000. Award  amounts are determined at the State level based on need, funds available and  documentation of the grant request. Mike Clark noted the tremendous amount of work  required to prepare the application and perform effective follow-up and gave full credit  and MRC appreciation to Steve and MRC member Ed Cook for their extraordinary work  in processing the grant request. Mr. Clark further noted that State officials are concerned  that this may be the last round of grant requests that can be awarded until economic  conditions improve. Lorel Purcell stated that special attention would be given to all future  construction bids to ensure compliance with grant funding requirements.

Alan Zordan, Mike Clark and Steve Nocera presented their positions on the  commissioning presentation made by Michael Dooley of Horizon Engineering  Associates. Mike Clark stated that Horizon’s project manager is located in Wilton, and  his area of responsibility is New England which will allow ample coverage for the City  Hall project. His supervisor is in the main offices in NYC. He further stated that Dooley’s  response is completely “hands-on”, no politics, and that he professed a strong follow-up  program and total contractor accountability. Mr. Clark voiced his preference for Horizon  over Stone House based on Mr. Dooley’s presentation and approach as well as the cost  bid from Horizon. Stephen Nocera echoed support for consideration of the Horizon bid  over Stone House’s submittal. Alan Zordan also recommended Horizon Engineering to  the MRC, and added that Horizon’s proposal included commissioning of electrical work,  whereas Stone House did not.  Alan also suggested that a recommendation be sent to the  City suggesting they enroll in an annual commissioning review for all systems covered  by the renovation commissioning program.

3 . A motion to approve Horizon Engineering as the project commissioning agent was  made by Bill Hill, seconded by Alan Zordan, and unanimously approved by the quorum present. Stephen Nocera agreed to notify Stone House Associates of the MRC’s decision.

Mike Clark explained the necessity to re-bid Traffic Building construction was due to  bid respondents missing the  requirement to  excavate and replace polluted soil disturbed  by construction. Re-bid submissions will be reviewed on or about October 21st.

Mike Clark informed the MRC that meetings with potential Veterans Memorial donors  were scheduled beginning October 17th.

Mike Clark stated that a proposed lease for temporary City Hall was forthcoming and  would be reviewed by Corporate Counsel prior to the next MRC meeting.
